[ARCHIVED] COUNTY COUNCIL PUBLIC SAFETY AND FISCAL MANAGEMENT COMMITTEE CONVENES OCTOBER 20

The Prince George’s County Council Committee on Public Safety and Fiscal Management (PSFM) will convene on Thursday, October 20, 2016, 1:30 p.m. in the County Administration Building, Council Committee Room 2027, 14741 Governor Oden Bowie Drive in Upper Marlboro, Maryland.

October 20th PSFM Committee meeting agenda items include the following proposed legislation:

CR-071-2016 A RESOLUTION CONCERNING ECONOMIC DEVELOPMENT REVENUE BONDS for the purpose of issuing economic development revenue bonds in an aggregate principal amount not to exceed twenty-two million dollars ($22,000,000), and to loan the proceeds from the sale of such bonds to (i)
Chesapeake Lighthouse Foundation, Inc., (the “Foundation”) a not-for-profit corporation organized under the laws of the State of Maryland, and (ii) Chesapeake Education Services, L.L.C., (“CES”) a limited liability company organized under the laws of the State of Maryland (“CES” and the Foundation, are collectively referred to as the “Facility Applicant”).

CR-072-2016 A RESOLUTION CONCERNING CONTRACT APPROVAL for the purpose of approving a multi-year Financing Agreement between Prince George’s County, Maryland, (“County”) and Old Line Bankshares, Inc. and Industrial Bank (collectively “Banking Consortium”) to acquire various County equipment.

CR-076-2016 A RESOLUTION CONCERNING WESTPHALIA TOWN CENTER SPECIAL TAXING DISTRICT for the purpose of designating an area within Prince George’s County, Maryland as a “special taxing district” as that term is used in Section 10-269 of the Prince George’s County Code, as amended, and as that term is used in Sections 21-501 through 21-518 and Section 21-523 of the Local Government Article of the Annotated Code of Maryland, as amended (collectively, the “Act”), such special taxing district to be located in Upper Marlboro, Maryland and to be known as the “Westphalia Town Center Special Taxing District”; providing for, and determining, various matters in connection with the establishment of a special taxing district; creating a special fund with respect to the Special Taxing District; providing for the introduction of a future ordinance or ordinances to provide for the levy of a special tax in connection with the Special Taxing District; pledging proceeds of such special tax to be paid over to the special fund as provided in the Act; making certain findings and determinations with respect to the special fund and the use of such fund; providing that special obligation bonds may be issued from time to time pursuant to an ordinance or ordinances enacted in accordance with the Act and secured by the special fund; and generally relating to the Westphalia Town Center Special Taxing District.

CR-077-2016 A RESOLUTION CONCERNING WESTPHALIA TOWN CENTER DEVELOPMENT DISTRICT for the purpose of designating a contiguous area within Prince George’s County, Maryland (“County”) as a “development district” as that term is used in Sections 12-201 through 12-213, of the Economic Development Article of the Annotated Code of Maryland, as amended (the “Tax Increment Financing Act”), such Development District to be located in Upper Marlboro, Maryland and to be known as the “Westphalia Town Center Development District”; providing for, and determining, various matters in
connection with the establishment of a Development District; creating a tax increment fund with respect to the Development District; allocating certain property taxes with respect to the Development District to be paid over to the tax increment fund as provided in the Tax Increment Financing Act; making certain findings and determinations with respect to the tax increment fund and the uses of such fund; providing that special obligation bonds may be issued from time to time pursuant to an ordinance or ordinances enacted in accordance with the Tax Increment Financing Act and secured by the tax increment fund; and generally relating to the Development District.

CR-080-2016 A RESOLUTION CONCERNING PAYMENTS IN LIEU OF TAXES (“PILOT”) AGREEMENT FOR HOLLY SPRING MEADOWS for the purpose of approving the terms and conditions of a Payments in Lieu of Taxes (“PILOT”) Agreement between Prince George’s County, Maryland (the
“County”) and SP Holly LP (the “Owner”).
