[ARCHIVED] COUNTY COUNCIL PUBLIC SAFETY AND FISCAL MANAGEMENT COMMITTEE CONVENES OCTOBER 13

The Prince George’s County Council Committee on Public Safety and Fiscal Management (PSFM) will convene on Thursday, October 13, 2016, 10:00 a.m. in the County Administration Building, Council Committee Room 2027, 14741 Governor Oden Bowie Drive in Upper Marlboro, Maryland.

October 13th PSFM Committee meeting agenda items include the following proposed legislation:

CB-074-2016 AN ACT CONCERNING LOCAL ECONOMIC OPPORTUNITY AND EMPLOYMENT for the purpose of enhancing access to local economic opportunities through public procurement by increasing participation opportunities for County-based small businesses and County-based minority business enterprises; establishing a Prince George's County Supply Schedule program; enabling and modifying the Business Development Reserve Program; expanding the threshold for reserving certain procurement opportunities for County-based small businesses and County-based businesses from $100,000 to $500,000; requiring teaming agreements with County-based small businesses for responsive bidders and eligible award recipients under certain circumstances; enhancing prompt payment requirements for the County Government and contractors in certain circumstances; modifying the meaning of best value in procurement decisions; increasing compliance and reporting requirements for the Purchasing Agent, county agencies, and award recipients under certain circumstances; establishing requirements for the timing of award notifications and mandatory debriefings to unsuccessful bidders subject to certain conditions; requiring bundled public works procurements to meet County-based small business participation requirements separately for design and construction work; authorizing the Purchasing Agent to require bonding assistance to County-based small businesses subject to certain conditions; adjusting the definitions of various procurement terms and generally relating to local economic opportunities in the County.

CB-075-2016 AN ACT CONCERNING COUNTY FUND DEPOSITS IN COUNTY-BASED, MINORITY, AND SMALL BANKING INSTITUTIONS OR DEPOSITORIES for the purpose of requiring that at least 50% of County funds be deposited and maintained in county-based, minority, or small banking institutions or depositories with one or more branch locations in the County; defining County-based Banking Institution or Depository, Minority Banking Institution or Depository, and Small Banking Institution or Depository; and generally relating to the deposit of County funds.

CB-063-2016 AN ACT CONCERNING PARKING REGULATIONS for the purpose of prohibiting parking, standing and/or selling vehicles on certain roads, areas and spaces; providing for a certain registration and towing; regarding for “For Sale” signs in vehicles; providing for enforcement; providing for fines and penalties; and generally relating to parking, standing and/or selling of vehicles.

CR-072-2016 A RESOLUTION CONCERNING CONTRACT APPROVAL for the purpose of approving a multi-year Financing Agreement between Prince George’s County, Maryland, (“County”) and Old Line Bankshares, Inc. and Industrial Bank (collectively “Banking Consortium”) to acquire various County equipment.

CR-076-2016 A RESOLUTION CONCERNING WESTPHALIA TOWN CENTER SPECIAL TAXING DISTRICT for the purpose of designating an area within Prince George’s County, Maryland as a “special taxing district” as that term is used in Section 10-269 of the Prince George’s County Code, as amended, and as that term is used in Sections 21-501 through 21-518 and Section 21-523 of the Local Government Article of the Annotated Code of Maryland, as amended (collectively, the “Act”), such special taxing district to be located in Upper Marlboro, Maryland and to be known as the “Westphalia Town Center Special Taxing District”; providing for, and determining, various matters in connection with the establishment of a special taxing district; creating a special fund with respect to the Special Taxing District; providing for the introduction of a future ordinance or ordinances to provide for the levy of a special tax in connection with the Special Taxing District; pledging proceeds of such special tax to be paid over to the special fund as provided in the Act; making certain findings and determinations with respect to the special fund and the use of such fund; providing that special obligation bonds may be issued from time to time pursuant to an ordinance or ordinances enacted in accordance with the Act and secured by the special fund; and generally relating to the Westphalia Town Center Special Taxing District.
